Outcare

David Cain was appointed Managing Director of Outcare in January 2025 and brings more than 25 years of senior leadership experience across the community services sector. He has deep expertise in the design, delivery and governance of specialist FDV services, including establishing the Breathing Space Men’s Behaviour Change model, leading the implementation of dedicated counselling services for children and young people impacted by FDV, and developing tailored responses for young people displaying harmful behaviours.

With a comprehensive understanding of the intersections between FDV, justice involvement and community support, David leads with a strong commitment to evidence‑informed, trauma‑responsive practice and person‑centred outcomes. He is guiding Outcare through its 2025–2030 Strategic Plan, supporting sustainable growth, strengthening service quality, and enhancing the organisation’s impact across Western Australia through collaboration, innovation and sector leadership.
